Becoming Hokage isn't just about being powerful.
A Hokage needs to protect an entire village, make impossible decisions, inspire the next generation, and somehow survive the paperwork that comes with running Konoha.
Over the generations, we've seen Hokage with completely different abilities.
Hashirama could create entire forests. Tobirama revolutionized ninjutsu. Minato could teleport across the battlefield. And Naruto eventually reached a level of power that few shinobi in history could even imagine.
So who was the strongest?
We're ranking the Hokage based on their strongest known versions, combat abilities, achievements, chakra reserves, special techniques, and overall impact as shinobi.
Major spoilers ahead.
9. Danzō Shimura
Danzō only served as the acting Sixth Hokage for a short time, but his abilities make him impossible to ignore in a ranking like this.
As the leader of Root, Danzō spent decades operating from the shadows and possessed an enormous collection of stolen abilities. His right arm contained multiple Sharingan, while his use of Hashirama cells allowed him to perform Izanagi repeatedly.
He also possessed Wind Release techniques and powerful sealing abilities.
Danzō was nowhere near the level of the legendary Hokage, but his unconventional arsenal and willingness to sacrifice himself make him one of the most dangerous people to ever temporarily hold the position.
8. Shikamaru Nara
Shikamaru becoming Hokage is less about raw power and more about what makes a great leader.
He is obviously nowhere near Naruto or Hashirama in terms of physical strength, but his intelligence is among the highest in the entire Naruto universe. His Shadow Possession techniques allow him to immobilize opponents, while his strategic thinking lets him defeat enemies far stronger than himself.
As Hokage, Shikamaru relies heavily on his ability to analyze situations and make difficult decisions.
He may be the weakest fighter on this list, but Konoha couldn't have asked for a more intelligent strategist to lead it.
7. Tsunade Senju
Tsunade is one of the legendary Sannin and the first woman to become Hokage.
Her monstrous physical strength allows her to destroy enormous structures with a single punch, while her medical ninjutsu makes her one of the greatest healers in shinobi history.
Her Byakugō Seal gives her access to enormous regenerative abilities, allowing her to continue fighting after injuries that would kill almost anyone else.
During the Fourth Great Ninja War, Tsunade demonstrates just how powerful she can be. She may not have the destructive abilities of the Hokage above her, but her combination of strength, healing, and endurance makes her an extraordinary shinobi.
6. Kakashi Hatake
Kakashi became the Sixth Hokage after the Fourth Great Ninja War and led Konoha during its transition into an era of peace.
Before becoming Hokage, he was famous as the Copy Ninja, possessing the Sharingan and having mastered hundreds of techniques.
Although he eventually loses his Sharingan, Kakashi remains an incredibly skilled shinobi because of his intelligence, speed, Lightning Release, and battle experience.
His most powerful version technically came during the war when Obito temporarily gave him both Mangekyō Sharingan, but that power wasn't part of Kakashi's time as Hokage.
As a Hokage, Kakashi was less about overwhelming power and more about experience and leadership.
5. Hiruzen Sarutobi
Known as the Professor, Hiruzen was considered one of the most talented shinobi of his generation.
He mastered an enormous number of jutsu and was capable of using all five basic nature transformations. He also trained the legendary Sannin - Jiraiya, Tsunade, and Orochimaru.
Even in old age, Hiruzen managed to fight Orochimaru and several reanimated Hokage simultaneously.
His prime version was even more powerful and was once regarded as one of the strongest shinobi alive.
Hiruzen's greatest strength wasn't one specific technique. It was his incredible mastery of ninjutsu and decades of combat experience.
4. Tobirama Senju
Tobirama was the Second Hokage and one of the greatest innovators in shinobi history. He created or perfected techniques that would influence the entire Naruto world, including the Flying Raijin, Shadow Clone Jutsu, and Edo Tensei.
His Water Release was powerful enough to create massive techniques without requiring a nearby water source, while his incredible speed made him extremely difficult to fight.
Tobirama was also an exceptional strategist who could analyze opponents almost instantly.
He wasn't as overwhelmingly powerful as Hashirama, but his intelligence, speed, versatility, and enormous collection of techniques make him one of the most dangerous Hokage ever.
3. Minato Namikaze
Minato earned the nickname Yellow Flash because of his incredible speed and mastery of the Flying Raijin.
His teleportation technique allows him to instantly move between marked locations, making conventional attacks almost useless against him. He also created the Rasengan, mastered sealing techniques, and possessed exceptional battle intelligence.
During the Fourth Great Ninja War, his reanimated form demonstrates how powerful he was even after death. With access to Kurama's chakra, his abilities become even more impressive.
Minato's combination of speed, intelligence, precision, and destructive power makes him one of the most formidable Hokage in history.
2. Hashirama Senju
Hashirama was the First Hokage and the man who helped establish the Hidden Leaf Village.
Known as the God of Shinobi, Hashirama possessed enormous chakra reserves and a unique Kekkei Genkai: Wood Release.
His abilities allowed him to create gigantic wooden constructs, suppress tailed beasts, heal himself without hand signs, and control the battlefield on an enormous scale. His rivalry with Madara remains one of the greatest conflicts in Naruto history.
Even Madara, equipped with the Eternal Mangekyō Sharingan and Kurama, struggled to defeat Hashirama.
For generations, Hashirama remained the standard against which powerful shinobi were measured.
1. Naruto Uzumaki
Naruto's journey from the lonely troublemaker of Konoha to the Seventh Hokage is one of anime's greatest transformations.
By the end of the original Naruto story, he possesses Six Paths Sage Mode, enormous chakra reserves, Kurama's power, multiple powerful Rasengan variants, and the ability to create thousands of Shadow Clones.
His strength eventually reaches a level where he can fight beings capable of threatening the entire world. But Naruto's greatest achievement isn't simply defeating powerful enemies. He breaks the cycle of hatred that plagued the shinobi world for generations.
As both a fighter and the Hokage who finally brings lasting peace to Konoha, Naruto stands at the top of this ranking.
Honorable Mentions
Several shinobi deserve recognition despite not making the ranking. Jiraiya, Orochimaru, Sakura, Might Guy, and Kakashi's temporary Double Mangekyō Sharingan form all demonstrate abilities that could rival or surpass some Hokage-level fighters.
And of course, Madara Uchiha deserves a mention simply because he spent most of his life trying to prove that Hashirama wasn't strong enough. He was wrong though!
Conclusion
The Hokage have never been defined by strength alone.
Tobirama brought innovation, Minato brought speed, Hashirama brought overwhelming power, and Naruto ultimately combined extraordinary strength with the ability to unite the shinobi world.
And while Naruto takes the number one spot, the gap between him and Hashirama is where the real debate begins.
